Rents
What Lehigh Valley rentals bring in.
HUD’s Fair Market Rents are the federal benchmark for what a standard-quality unit rents for in an area, including utilities. They’re used for housing vouchers, and they’re a sober starting point for underwriting: your actual rent depends on the unit, the block, and what you include.

Prices
What you’re buying into.
Values have climbed steadily, with regional records set in June and July 2026. That’s good news for buy-and-hold equity, and it means cap rates on turnkey rentals are thinner than they were a few years ago. The better numbers are usually in homes that need work, in two-to-four-unit buildings, and in knowing which blocks rent well.

Landlord rules
Rental licensing in Allentown and Bethlehem.
Allentown. Every rental unit in the city has to be registered. The property is inspected before the rental license is issued, the license is renewed every calendar year ($75 per unit, due by December 31), and the city’s Owner and Occupant Duties document has to be posted in each unit.
Bethlehem. Rental units are licensed under the city’s Article 1738 and inspected on a rotating three-year cycle. Per the city’s fee schedule: a $25 business license; yearly licensing of $75 per unit for 1 to 3 units, or a flat $250 for 4 to 9 units; and inspections every three years at $100 per unit for 1 to 3 units, or a flat $400 for 4 to 9 units. The first re-check is free. A new owner has 30 days after purchase to register a rental unit.
Flipping in Allentown. The city’s pre-sale inspection applies when you sell, too. Violations have to be fixed before the sale unless your buyer formally accepts them, so budget the city’s standard into the rehab, not just the buyer’s taste.
Tax basics
Three tax rules every Valley investor should know.
Transfer tax on the way in and out. Pennsylvania’s 1% state realty transfer tax plus the local share (commonly 1%, and 2.5% total in Allentown since January 2026) applies to each purchase and sale. On a flip, you usually pay part of it twice.
Depreciation. The IRS lets you depreciate a residential rental building over 27.5 years. Land can’t be depreciated, so the purchase price has to be split between land and building.
1031 exchanges. You can defer gain by trading investment real estate for other investment real estate. You have 45 days after selling to identify the replacement in writing, and 180 days (or your tax-return due date, if earlier) to close on it. Since 2018, only real property qualifies.
